The increasing professionalization of the armed forces, according to Hart, has made them too expensive to be kept idle and has brought America into conflicts that it should not have entered. Hart suggests a radical reduction in the number of full-time troops, and their replacement by a larger core of reservists who will be called up for active duty only in emergencies.
